Chief Planner, Welsh Government
Neil Hemington is the Chief Planner with the Welsh Government leading planning reform in Wales.
Neil holds qualifications from the London School of Economics and University of the West of England in Economics and Planning. He began his planning career in local government. Following his experience in strategic and local planning, Neil moved to the Welsh Government in 1999, playing a pivotal role in the preparation of the first Wales Spatial Plan. This was followed by leading the team responsible for planning policy research, including the 2006 changes to planning policy for housing. More recently Neil led the team responsible for delivering the Planning (Wales) Act.
Since taking up the role as Chief Planner for Wales Neil has overseen the successful implementation of the Planning Act. He is currently promoting work on the future of planning services in Wales and the value of Planning.
