Biography

Hector was appointed FSA Chief Executive at the end of July 2007 and in July 2010 was appointed Deputy Governor Designate of the Bank of England and CEO designate of the Prudential Regulation Authority which will be the subsidiary of the Bank of England responsible for prudential regulation of Banks and Insurers. He is also a member of the interim Financial Policy Committee of the Bank of England.

He joined the FSA in May 2004 as Managing Director, Wholesale and Institutional Markets. As Managing Director, he had responsibility for overseeing regulated markets and related infrastructure along with responsibility for policy and supervision with relation to Wholesale firms.

Hector joined the FSA from Credit Suisse First Boston where he was Chief Executive Officer of Europe, Middle East and Africa. He joined CSFB in 2000 when the firm merged with Donaldson, Lufkin & Jenrette and was a member of CSFB’s Executive Board. Prior to that he held a number of senior equity sales and trading roles at both DLJ and UBS. He began his professional career as an Investment analyst at Phillips & Drew. He was a member of the Financial Services Practitioner Panel and was previously a Board member of, among other bodies, the SFA, FRC, LCH and the London Stock Exchange.

He has a degree in psychology and philosophy from Oxford University and is the chair of the Board of the Saïd Business School, Oxford University..
